
The Department of the Interior and Local Government–National Capital Region (DILG-NCR) has commenced a one-week activity focused on updating its Public Service Continuity Plan (PSCP), Contingency Plan for Earthquake, and the organization of its Disaster Control Group (DCG) in Chalet Hotel in Baguio City. The initiative, which is expected to run from September 22 to 26, 2025, underscores the Department’s commitment to strengthening institutional resilience and preparedness amid natural and human-induced hazards.
The said activity is part of DILG-NCR’s ongoing efforts to enhance its operational readiness and ensure the uninterrupted delivery of public service in the face of emergencies and disasters. Joining the DILG-NCR as resource speaker is Ms. Jan Rose Carganilla-Bravo, Science Research Specialist II of the DOST-NCR. Welcoming the DILG-NCR to the activity was DILG-CAR Local Government Capability Development Division (LGCDD) Chief Kleine P. Chunanon.
In his opening remarks, Acting Division Chief Edgar Pacaño emphasized the importance of continuity planning as a governance imperative.
“Let me emphasize that resilience is not the task of a few as it is the responsibility of all. To truly make DILG-NCR a model of preparedness in government service, we must foster a culture of collaboration, accountability, and shared commitment. The success of our continuity and contingency efforts depends on each of us actively participating, taking ownership, and working together as one team,” Division Chief Pacaño stated.
The first day focused on introducing the essentials of the Public Service Continuity Plan (PSCP), a strategic framework that outlines the agency’s commitment to maintaining critical functions before, during, and after disruptive events.
The second day centered on the identification and analysis of risk evaluation and control of core services that must be sustained during a crisis. Workshops on risk assessment followed, where participants identified and assessed hazards specific to Metro Manila and evaluated their potential impacts on the region’s operations.
These sessions aimed to equip the representatives for each operating unit with the tools to analyze vulnerabilities and prioritize actions. Breakout sessions encouraged inter-unit collaboration to ensure aligned strategies and clear delegation of responsibilities under the PSCP.
The DILG-NCR is set to discuss continuity strategies and testing plans on the succeeding days of the PSCP activity. This proactive initiative affirms DILG-NCR’s commitment to institutional resilience, employee safety, and uninterrupted service delivery to its stakeholders.
