Aiming to institutionalize excellence in local governance, DILG-NCR together with other DILG regional offices partnered with the Local Government Academy (LGA) for the virtual session of Bahaginan: Documentation of Best Practices held on April 23, 2026. The Bahaginan serves as a premier knowledge management system designed to foster seamless knowledge sharing and the replication of exemplary government interventions. By leveraging compelling narratives and modern digital platforms, the program aims to bridge the gap between innovation and implementation across local government units.

During the sessions, the LGA emphasized a documentation framework to ensure that “good practices” are not merely stories, but scalable models for development. To be recognized under the Bahaginan banner, local initiatives are evaluated against stringent criteria. These include positive results and impact, the promotion of people’s participation and empowerment, innovation and adaptation, resilience and sustainability, and overall efficiency in service delivery.

The program further delved into the technicalities of good documentation practices. This involves a comprehensive look at the implementation journey, measurable results, and critical lessons learned. A key highlight was the discussion on capacity requirements for adoption, which stresses the necessity of an appropriate organizational structure, endowed with defined authority and accountability to sustain the program’s functions.

Representing the National Capital Region’s commitment to grassroots excellence, three Galing Pook winning barangays took center stage to showcase their local innovations: (1) Barangay Blue Ridge B, Quezon City; (2) Barangay Daang Bakal, Mandaluyong City; (3) Barangay San Isidro, Makati City. DILG-NCR’s technical oversight was spearheaded by the regional contingent represented by LGOO III Keenu Louise Lopez (LGMED), LGOO V Mandy Alqueza (LGCDD), and Regional Information Officer Ronald Portales (ORD).

The Bahaginan initiative significantly amplifies the DILG-NCR’s Local Governance Resource Center (LGRC) by serving as a vital pipeline for high-quality, verified content. By transforming raw local successes into structured knowledge products, Bahaginan enriches the LGRC’s repository, ensuring that local practitioners have access to a thriving ecosystem of peer-to-peer learning. This synergy ensures that the LGRC remains not just a library of information, but a dynamic engine for replication and continuous improvement in urban governance.
