
The Department of the Interior and Local Government – National Capital Region (DILG-NCR) actively participated in the HINABI 2025: An Ensemble for Weaving Sustainable Futures Research Colloquium, held on December 10, 2025, through a research presentation on urban resilience titled “Futures of Local Disaster Governance: Scenarios and Strategic Pathways for Resilient LGUs in the National Capital Region.” The presentation was delivered by LGCDD Division Chief Luigi D.C. Pilarta and LGMED Acting Division Chief Marda Alina Dumaoang-Acoba during HINABI Session 2: Sustainable Governance and Transformative Institutions.
HINABI 2025, organized by the Development Academy of the Philippines – Graduate School of Public and Development Management (DAP-GSPDM), carries the theme “Strategic Foresight in Action: Exploring Pathways Toward Resilient Economies, Inclusive Development, and Sustainable Governance.” The event served as a national platform for research, foresight, and policy dialogue, bringing together government officials, academics, and practitioners to explore innovative approaches in advancing sustainable development and governance reforms.
The presentation of the two DILG-NCR Division Chiefs highlighted scenario-based pathways and strategic options for strengthening local disaster governance in Metro Manila, emphasizing anticipatory planning, institutional coordination, and resilience-building at the local level. The study intends to contribute to ongoing efforts to enhance Local Government Unit preparedness, adaptive capacity, and governance mechanisms in the face of climate risks, urban vulnerabilities, and complex disaster scenarios.
Notably, this joint undertaking signals a strengthened collaboration between the Local Government Capability Development Division (LGCDD) and the Local Government Monitoring and Evaluation Division (LGMED. In the spirit of innovation, both divisions are aligning their functions to enhance regional operations further, enabling more efficient monitoring, targeted capacity development, and integrated support for DILG-NCR Field Officers, Regional Line Agencies, and the Department’s clientele. This direction reinforces DILG-NCR’s oath to improve service delivery and build institutional resilience across the region.
