
Key disaster risk reduction and management (DRRM) stakeholders from across Metro Manila convened for the 1st Quarter Tangguyob: Quarterly Convergence of Disaster Risk Reduction and Management Thematic Pillars on March 5, 2026, at the Metropolitan Theater Ballroom in the City of Manila, bringing together representatives from the region’s 17 local government units (LGUs), national government agencies, civil society organizations, and DILG field DRR focal persons.
The Tangguyob serves as a platform to align the efforts and plans of agencies and LGUs with the outcomes of the National Disaster Risk Reduction and Management Plan (NDRRMP). Through this convergence, stakeholders map out ongoing and proposed programs that will serve as a baseline for commitments under the Metro Manila Disaster Risk Reduction and Management Plan currently being developed.
The City Government of Manila hosted the convergence, with Manila Vice Mayor Angela “Chi” Atienza delivering a message highlighting the city’s efforts and initiatives to strengthen disaster preparedness for its communities. DILG-NCR Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez, CESO IV also set the tone of the activity, noting that the risks faced today are increasingly complex and interconnected, calling for a more unified approach among government institutions, local governments, and development partners.
The Department likewise expressed its appreciation to the Manila Disaster Risk Reduction and Management Department (MDRRMD) for its hospitality and valuable assistance in coordinating with the City Government of Manila in hosting the activity and ensuring the smooth conduct of the convergence.
The Tangguyob convenes discussions under the four thematic pillars of Disaster Risk Reduction and Management: Disaster Prevention and Mitigation, Disaster Preparedness, Disaster Response, and Disaster Recovery and Rehabilitation. Throughout the convergence, partner agencies and LGUs shared necessary updates and forward-looking plans aligned with these pillars, such as early warning systems, disaster financing, preparedness frameworks, and response mechanisms.
Under the Preparedness Thematic Pillar, the City Government of Manila through the Manila City Disaster Risk Reduction and Management Department showcased their best practices with discussions about their Geographic Information System (GIS), Early Warning Systems, Emergency Operations Center, Operations and Logistics Division and their state of the art Manila CDRRMD Equipments.
Following the collective milestones that the quarterly convergence has reached, the DILG-NCR presented the Tangguyob Framework that plots out the strategic direction of the convergence from 2026 and beyond. Among the key features of the framework are the nine strategic posts that are anchored on the essence of Tangguyob that can be attained through the five implementation mechanisms which the partners and stakeholders need to undertake in order to attain the expected outcomes to have a one resilient National Capital Region.
The activity draws inspiration from the “Tangguyob,” an indigenous clarion traditionally made from a carabao or cow horn. Historically used to call villagers to gatherings or alert communities during emergencies, the Tangguyob symbolizes an early warning signal that brings people together in response to shared risks. In the context of DRRM governance, it reflects a collective call.
The DILG-NCR continues to sustain the quarterly Tangguyob convergence as a platform for Metro Manila’s DRRM stakeholders for regional development goals, constantly manifesting a call for resilience.
