The DILG National Capital Region (DILG-NCR) and the Local Government Academy (LGA) convened an online working session on May 4, 2026, to operationalize the Bahaginan initiative for selected NCR barangays. Rather than a general briefing, the meeting functioned as a hands-on planning exercise focused on building a concrete timeline, assigning deliverables, and constructing outputs for each participating contingent.

The session was supported by DILG–NCR’s technical team, including LGOO III Keenu Louise Lopez, LGOO V Mandy Alqueza, and Regional Information Officer Ronald Portales, who provided additional inputs to ensure that the process of coordination remains organized, consistent, and aligned with the broader goal of strengthening knowledge exchange across local governments.

The LGA facilitated the session by walking participants through a structured approach to capturing local innovations, emphasizing that documented practices should be evidence-based, replicable, and clearly linked to measurable outcomes. Attention was given to maintaining rigor in presenting results, community engagement, adaptability, sustainability, and service efficiency. Three NCR barangays served as the focus of the planning workshop: Barangay Blue Ridge B (Quezon City), Barangay Daang Bakal (Mandaluyong City), and Barangay San Isidro (Makati City). 

At the core of the discussion was the step-by-step scheduling of activities under the Bahaginan process, from initial data documentation, content development, and final output submission. The timeline was co-developed to ensure clarity of roles, realistic pacing, and alignment with quality standards expected for national-level knowledge documentation.

Through this focused collaboration, DILG–NCR not only advances the systematic documentation of grassroots innovations but also reinforces the role of the Local Governance Resource Center (LGRC) as a dynamic hub for knowledge management—further strengthening the DILG–NCR LGRC as a cornerstone for learning, replication, and sustained excellence in local governance.
