The Department of the Interior and Local Government – National Capital Region (DILG-NCR), in coordination with key partner agencies including the Department of Agriculture – Bureau of Fisheries and Aquatic Resources – National Capital Region (DA-BFAR NCR), the Department of Environment and Natural Resources – National Capital Region (DENR-NCR), the National Mapping and Resource Information Authority (NAMRIA), and the Philippine National Police – Maritime Group (PNP-MG), successfully conducted the 2026 Fisheries Compliance Audit (FishCA) for the National Capital Region for Performance Year 2025 across selected coastal local government units (LGUs) in the region. 

The regional rollout and onsite validation of FishCA covered five (5) Manila Bay coastal cities, namely Las Piñas City, Parañaque City, Navotas City, Manila City, and Pasay City, from April 23 to 30, 2026. The Regional Validation Team (RVT) conducted both table assessments and on-site validations to review the submitted Means of Verification (MOVs) and supporting documents related to fisheries management, municipal waters governance, and coastal resource protection. 

The Fisheries Compliance Audit aims to evaluate the compliance of LGUs in the management of municipal waters and aquatic resources, ensuring adherence to existing fisheries laws and policies. It also seeks to identify top-performing coastal LGUs that may be eligible for recognition and incentives in accordance with the Fisheries Code, while low-complying LGUs shall be endorsed for National Validation to receive further technical guidance and support. 

Through this initiative, DILG-NCR and its partner agencies reaffirm their commitment to strengthening local governance, promoting sustainable fisheries management, and advancing the protection and rehabilitation of coastal and marine ecosystems within the region.
