The Department of the Interior and Local Government – National Capital Region (DILG-NCR), through its Support to the Local Governance Program – Regional Coordination Team (SLGP-RCT), successfully conducted a series of Preliminary Coordination Meetings with the Interim Teams of Mandaluyong, Pasig, Muntinlupa, and Valenzuela from May 25 to June 2, 2026.

The meetings marked a significant milestone in the implementation of the PH-OGP Localization Program as they formally onboarded the Interim Teams and initiated the co-creation process between Local Government Units (LGUs) and Civil Society Organizations (CSOs). More importantly, the activity reinforced the principle that open government thrives when both government and civil society are given equal space, voice, and opportunity to shape governance reforms and development initiatives.

A total of 136 participants representing LGUs, CSOs, local special bodies, youth representatives, planning offices, and other key stakeholders actively engaged in discussions on priority programs and potential flagship initiatives that embody the values of transparency, accountability, citizen participation, and innovation.

The discussions were facilitated by DMO IV Sherlynn Mae Lucas, who provided updates on the PH-OGP Localization Program and guided participants through the process of identifying and assessing potential flagship programs. Through a structured and participatory approach, both LGU and CSO representatives were encouraged to contribute perspectives, raise concerns, and provide recommendations to ensure that the selection of flagship programs reflects shared priorities and collective aspirations.

A key component of the meetings was the presentation of the proposed flagship programs by the designated Points of Contact and representatives from the City Planning and Development Offices of the cohort cities. Their presentations highlighted the innovative programs and governance initiatives currently being implemented in their respective localities, serving as the basis for meaningful discussions and collaborative decision-making among members of the Interim Teams.

The activity also underscored the strong commitment of local leadership in advancing open government. The support of the City Mayors of Cohort LGUs, together with the active participation of the DILG Field Offices lead by the respective City Directors, demonstrated a shared commitment to fostering inclusive governance and strengthening partnerships with civil society. 

As the cohort LGUs move forward in identifying and refining their flagship programs, the onboarding of the Interim Teams and the collaborative selection process serve as critical foundations for the co-creation journey.
