All 17 Local Government Units (LGUs) in the National Capital Region (NCR) have been rated “Highly Functional” in the 2025 Local Committees on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) Functionality Assessment. The final deliberation for the assessment was facilitated by the DILG-NCR on August 1, 2025, in its role as the Chairperson of the Regional Inter-Agency Monitoring Team (RIMT). 

The 2025 LCAT VAWC Final Assessment was participated by the representatives from Department of Social Welfare and Development-National Capital Region (DSWD-NCR), National Capital Region Police Office (NCRPO), and the Department of Justice (DOJ) Inter Agency Council Against Trafficking (IACAT), which also form part of the NCR RIMT. 

This significant achievement demonstrates the NCR LGUs’ strong commitment to social protection and their dedicated efforts to safeguard women and their children from violence, exploitation, and human trafficking. The DILG-NCR commends the LGUs for their exceptional performance and dedication to implementing effective strategies and maintaining functional local committees.

The 100% attainment of Highly Functional is a testament to the unwavering commitment of NCR LGUs in protecting the vulnerable citizens. Their exemplary work sets a high standard for local governance and service delivery. This successful outcome aligns with the DILG’s mandate to ensure effective and efficient public service delivery, equipping and mobilizing LGUs as crucial frontliners in implementing programs and laws on social protection, peace and order, and public safety. The LGUs are key partners in the fight against human trafficking and violence against women and their children.
