NCR Holds Awarding Ceremony for 2015 LTIA Regional Winners


The  National  Capital  Region (NCR)  conducts   the  search  for  the  best  Lupons   among  the  1,706  barangays   as  a  way  of  sustaining  the  Katarungang  Pambarangay  (KP) operations  and   to   encourage  innovations  that  will promote  the indigenous  conflict  resolution   at  the  barangay  level.  This  is  a  joint  program of  the  Department of the Interior and Local Government (DILG)  and  the  Department of Justice (DOJ)  which  seeks  to  give  recognition   to Lupons  that   showed  exemplary  performance  in  exercising  the   time-honored  tradition of  amicably  settling  disputes  among  barangay  constituents.

 This  year,  all of the seventeen  (17) Local Government Units of  the  Region  are  nominated  vying  for  the  title of “Most  Outstanding  Lupon Tagapamayapa”   for   CY  2015.

The nominated  Lupons  of  the  year  are  awarded  during  the regional  awards  ceremony  conducted on  June 11, 2015 at  the  Hotel Rembrandt, Quezon City.  The  ceremony is  participated  by  one  hundred  sixty (160)  barangay  officials, conveners,  and  guests.  

Among the highlights of the undertaking was when Assistant Regional Director Juan Jovian E. Ingeniero  of  DILG NCR stressed  on his  inspirational message  to  continue  to  perform  commendably not  to be  awarded  or  recognized  but  for the  purpose of  serving  the  community  at  its  best  where  excellence  in  local  governance  can  be  attained.

He likewise,  encouraged  the  participating   Lupons  to  sustain  and  continue  to  create  innovations  to  make  a difference  in the  barangay  justice  system. Awarding  of   Certificates   of   Appreciation   to   the   ten (10) finalists   and Plaques  of  Recognition  to  the  top  five (5) regional  winners  are  presented  by  the  Regional  Awards  Committee (RAC) headed  by  the  RAC  Chairperson Representative, ARD Juan Jovian E. Ingeniero.  Likewise,  Plaques  of   Appreciation  are   given  to  the RAC  members by  ARD Ingeniero  for  recognizing  the  members  of  their  commitment  and  efforts  exerted in  coming up  with  the   exemplary  performing  Lupons  of  the  year.  

While,  Punong  Barangay  Lamberto “Dong” Pascual  of  Barangay  San Bartolome, Quezon City, the NCR’s 2015 Outstanding Lupon Tagapamayapa  gave  his  point  by  inspiring  and  motivating  every  Lupon  members  to  do  their best of  performing  exemplary  and  outstanding  in  their  duties   in  Katarungang  Pambarangay. 

The   ceremony ended up with closing remarks given by   Atty.  Alicia Risos- Vidal,  Executive  Director  for  Operations  of the Integrated  Bar  of  the Philippines  recognizing  all  efforts  of  the  Lupon  Members  and  also  the  members  of  the RAC  and  other  stakeholders  in  coming  up  with   a  mechanism  like  the  LTIA  awards  that  improves  and  enhances the  justice  system  at  the  barangay  level  in  the  region.
